Canada, once a magnet for global talent, faces a startling reversal as skilled immigrants are leaving in record numbers.

Emigration of permanent residents and citizens stabilized around 103,000-106,000 annually from 2023-2024, but non-permanent outflows exploded: from 408,722 in 2022 to 745,306, an 82% surge.

Provincially, Ontario and British Columbia lead losses, with 947,677 and 428,717 departures since 2022.

Despite the gloom, retention successes exist. Refugees and family-sponsored immigrants show an 8.6% departure rate over 25 years.
